How to use! Why do they want my number. Does the other person see who is tracking them?

I purchased it in good faith, but the app simply does not move when the target is moving. I even had the target in the car and it still showed his location at his home. I would rather pay for an app that moves and lets you know the target is on the move…..In Real-Time! Disappointed!
